For the purpose of carrying into effect the provisions of Section 12 of the Act of Congress approved July 2, 1926, relative to the authorization of a distinguished flying cross, the following rules and regulations pertaining to the award of the distinguished flying cross are promulgated:

All competitors rated at 70 or more shall be eligible for appointment, and their names shall be placed on the proper register, according to their ratings.
Mr. Raymond F. Mulherin, for many years a post office employee and post office inspector, may be reinstated to an appropriate position in the classified service without regard to the time limit upon his eligibility for reinstatement.
Miss Virginia Ladd may be appointed to an appropriate clerical position in the classified service without regard to the provisions of the civil service rules.
No employee entitled to military preference in appointment shall be discharged or dropped or reduced in rank or salary if his record is good.
