No very good plan has ever been presented to me.
So far as the Commission may deem practicable, such appointments shall be made from the registers of eligibles.
If some method can be worked out, I should be glad to see it done.
Executive Order No. 3857, dated May 31, 1923, ... be and the same is hereby revoked as to the above mentioned township.
