I think that some of the Marines are at Shanghai for the purpose of protecting American lives and property, and they will be used to whatever extent it is necessary that they should be used for that purpose.

The Civil Service Commission cannot recommend the appointment as required by the interests of the service.
Mr. Clifford C. Marsh may be reinstated as Assistant Postmaster at Yellowstone Park, Wyoming, without regard to the time limit fixed by the civil service rules.
Examination papers shall be rated on a scale of 100, and the subjects therein shall be given such relative weights as the commission may prescribe.
So far as the Commission may deem practicable, such appointments shall be made from the registers of eligibles.
