Mrs. Julia Behneke may be appointed to an appropriate position in the Department of Labor without reference to the provisions of the civil service rules.
They shall serve only so long as absolutely required and in no case beyond the usual field season.
No employee entitled to military preference in appointment shall be discharged or dropped or reduced in rank or salary if his record is good.
The Civil Service Commission cannot recommend the appointment as required by the interests of the service.
