Mr. Samuel H. Thompson may be appointed to an appropriate position in or under the Indian Bureau without reference to the civil service rules.

Mr. Clifford C. Marsh may be reinstated as Assistant Postmaster at Yellowstone Park, Wyoming, without regard to the time limit fixed by the civil service rules.

The Consular Regulations are hereby amended as follows

All competitors rated at 70 or more shall be eligible for appointment, and their names shall be placed on the proper register, according to their ratings.
