That didn't seem to be practical to me.
There never has seemed to be any time that it was feasible to call a conference on it.
The convention and protocol had my approval and were signed by the American minister at Ottawa by virtue of full powers ...
I do not contemplate any trips to foreign countries after the 4th of March.
