Nothing special took place at the Cabinet this morning.

I had hoped, as I think I have already indicated, that it would be possible for the experts conference on reparations now sitting in Paris to agree on some member other than a citizen of the United States for their Chairman.

So I have left the work of reporting the affairs of my administration to the experts of the press.

This Order is recommended by the Secretary of War.
