I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Add to the end the following: SEC. 3. PROHIBITION ON RAISING ENERGY PRICES. This Act, and the amendments made by this Act, shall not take effect until the date on which the Secretary of Energy, in consultation with other Federal agencies as appropriate, submits to Congress a certification that implementation of this Act, and the amendments made by this Act, will not increase the average price of energy for American consumers.
