We would say that this bill is not necessarily about transparency so much as it is about the executive branch, and specifically the White House, being able to reach into these independent agencies. There are already mechanisms in place for the transparency that my colleague is speaking about. What we are doing now is creating another level of oversight over the committees, over these independent agencies, so that this Congress can then have reach into them as well.
