However, these outcomes, arguably, owe more to the national security machine built by the President's predecessors than any decision of the 45th President. President Trump's first major budget proposal will be released tomorrow. It is reported to include massive cuts to Medicaid and will call for drastically and unprecedented changes to antipoverty programs.…”
