If the United States does not have a functioning National Labor Relations Board, that goes all the way down to the site, the small-factory level, and will prevent probably most organizing efforts from succeeding in the United States because the employer side will stop the election, put in a complaint, the complaint cannot be decisively resolved, and things will not move ahead.
