The way I described to my constituents the difference between an appropriations bill and a continuing resolution is I say one is like driving looking through the windshield looking forward, an appropriations bill, projecting forward; and a continuing resolution, where you are kind of, you know, doing what you did for the past--is like looking through the rearview mirror.
