So just back to the language of the AUMF that Senator McCain read, authorizing the President, 'to use all necessary and appropriate force against all those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001,' it is the legal position of the administration that even groups or individuals that had nothing to do with the attacks, once they become associated with al Qaeda 25 years from now, are nevertheless covered by the current language of the AUMF.
