If we hope to increase the support we provide to the Lebanese Armed Forces, how can we assure that any technological capacity or weapons systems or weaponry--that there are appropriate safeguards and accountability controls over U.S.-supplied security material so that they stay in the right hands and do not fall into the wrong hands in the middle of a very volatile security environment?
