Am I not right that the Second Amendment even has the phrase ``well regulated'' in it and even acknowledges the notion that this particular right is one where regulation is contemplated?

We do have an ID requirement in Virginia. We also have audits of elections, and we've never found there to be a noncitizen voting problem.
