So I agree with the gentleman that we should add confidence to our travelers; but I would ask the gentleman from Texas what confidence can we have in a program that, by its own admission, says they have not foiled a singular terrorist plot; by its own admission says that they are screening people after they got off the train instead of before they get on; by its own admission says that these programs are not mandatory, and that means that when you go to a rail station, and you see them there, if you were a true terrorist then you would say, I'm not going to get in that line, I'm going to go over in that line.
