Most importantly, the bill creates a seven-member oversight board to oversee their debt restructuring and to conduct financial audits. What would this board do? It would require commonsense actions like sustainable government programs to establish fiscal plans to achieve needed reform and so on. This bipartisan bill is the first step to return Puerto Rico to solvency and stability. Americans, each and every day, balance their own checkbooks and live within their own means. Politicians and government bureaucrats should behave no differently. I therefore support the underlying legislation.
