In the end, Mr. Speaker, what we are intending to do here is to allow for the Justice Department to proceed when there is evidence of intentional discrimination. But when there is no evidence whatsoever, when it is purely on statistics, then it should not proceed under that theory of law. With that, I yield back the balance of my time.
