So he says on the one hand that the risk retention is most important; then he turns around and says that any loans with 4 percent down payment should be exempt from risk retention. I don't know very many loans that are at that level. So I find it surprising that he is attempting to exempt everyone from what he claims is the most important portion of his bill instead of accusing everyone else of attempting to destroy this job-destroying bill. Mr. Chairman, I would ask that the gentleman from Massachusetts think before he speaks on the legislation and then come out in support of the same legislation that he once supported in the past.
