I thank you for holding this hearing, and I thank the witnesses for appearing today.
I think that we also recognize, and the people that I represent recognize, that we need to have Federal programs that work, that are efficient.
I agree with others who have called for a wholistic review of the Nation's market structure.
I fear that this rule, as proposed, is going to do just that. It is going to make it more difficult, more costly, with fewer choices and less innovation.
