I have an amendment at the desk made in order under the rule. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 5, line 10, after the period add the following: ``All such unobligated balances so rescinded and permanently canceled should be retained in the General Fund of the Treasury for reducing the budget deficit of the Federal Government.''. The CHAIR. Pursuant to House Resolution 170, the gentleman from Virginia (Mr. Hurt) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Virginia.
