I rise to express my opposition to the Frank amendment. Since 1985, we have been cutting the defense budget. And we will continue to cut in the future. By the year 1999 the defense will be only 2.8 percent of GDP--the lowest since before World War II. What this means is the Army will lose 45 percent of its divisions, the Navy will lose 37 percent of its battle force ships and the Air Force will lose almost 40 percent of its attack aircraft. If we are to continue to have the world's best equipped, best trained, and best prepared fighting forces--we must not undermine our Armed Services by accepting this amendment. Again, I urge my colleagues to vote against the Frank amendment.
