I rise in support of H.R. 3254 the National Science Foundation Authorization Act which authorizes programs in basic science, engineering research, and in science education that are the basis for the future strength of our economy and which will enhance the well-being of our society. I want to thank the gentleman from New York [Mr. Boehlert], the ranking Republican member of the Science Subcommittee, and the other members of the Science Subcommittee for their thoughtful contributions to the legislation. I particularly acknowledge the assistance of the chairman of the Committee on Science, Space, and Technology, the gentleman from California [Mr. Brown]. The National Science Foundation is a small agency with a disproportionate importance to the Nation's scientific and technical enterprise. It is the only Federal agency with the sole mission to support basic science, engineering research, and education in the Nation's secondary schools, colleges, and universities. Although NSF represents only 4 percent of the Federal R&D budget, the agency provides one-quarter of all Federal support for basic research at the Nation's colleges and universities.
