I want to again thank all Members who have participated on a bipartisan basis in bringing this measure to the floor. Many Members have contributed to its construction. It is the right path to take. This will bring us to a point where we are in a position to decide how to meet the rising spectrum demands that inevitably we will confront within just a few years. It is the right approach, and I commend this measure to the House and urge its approval.
