Modernized provisions will encourage cogeneration and other distributed means of producing electricity both efficiently and with improved environmental performance. The bill opens the door to a new generation of smart meters and real-time pricing plans so that electricity consumers can save money by operating appliances during times of lighter electricity demand.…”
