Make no mistake about it: I support the Blue Dog Budget. The Blue Dog Budget is the most balanced plan of any before us. It eliminates the public debt more quickly than any other plan. It makes room for responsible tax cuts. It provides realistic discretionary spending. It makes Medicare work better. It saves 100% of the Social Security surplus. It addresses many other problems, ranging from agriculture to health care for military retirees, in better ways than any other option. But what is of major importance to me is--over the next five years, it increases defense discretionary spending by $32 billion over the inflated baseline. What's good about that is that it's $15 billion more than the Republican budget. What's problematic is that it still doesn't meet unfunded requirements submitted by the service chiefs. To do that, you would need to add at least $15 billion a year for the next five years. And while not going that far, the Blue Dog Budget clearly moves us closer to meeting our requirements.
