You better go back and undo some of the things we have done in the last 14 years and readjust the cost sharing. I say to my friend, I don't understand it. The State of Florida has to pay 50 percent rather than 35 percent. I will tell you why. It is because you have so many collateral projects, wastewater and other things. But if that was the problem, why didn't you stick in the committee to the 35 percent and leave the cost sharing as it was and not change the law?
