The Bush administration was close to changing the ABM Treaty pursuant to negotiations with Russia to deploy a limited NMD. I draw that to my colleague's attention. When the Clinton administration came in, it terminated these talks in 1993 and, indeed, downplayed significantly the need for an NMD system.
