I understand that. But it seems to me, if you look at all of the information, data, reports in A, B, C, D, E, and F, to me, in fairness, the communities should have some involvement as to how that information may or may not impact the decision with regard to their community rendered by the BRAC Commission. I just can't see that everybody is going to fold their hands. If you are going to delay it for 2 years, some provision should be made to allow the active participation, once again, by the communities after this massive amount of data is brought into the public domain.
