I understand that. But clearly the Secretary of Defense may not exercise the discretion which our colleague from Georgia leaves in place to go to that end strength. So we can't direct them to do something unless the Secretary of Defense takes a prior action; that is, exercise the discretion to go to this new end strength level. Am I not correct?
