“The advancement of technology is what makes things different. The advances of technology are what underlies this doctrine of preemptive strike, which our President says must be addressed now, not only by our Nation, but other nations that wish to protect themselves and their own security. That is a very important issue, and I give great credit to this President for having the courage to bring to the forefront of the world--not just the United States, but the forefront of the world--the threats we face with now rapid technology and the development of weapons of mass destruction.”
