Now with Senator Chafee's leadership, we got another unanimous vote in our committee. But I have felt the will of the entire Senate was represented in various groups on our committee. We listened carefully, took things into consideration, and did the best we could. I am urging Senators to support this amendment. But I caution those who want to come and perhaps give their own proposal, be careful, because once you take one part of this formula and move it, you will be surprised how all the States begin to go up and down in other areas of the calculations. So, I think the Senate will have to repose a lot of trust in our committee. But that trust is predicated on the principle of fairness that we started with when the first word of this bill was placed down by the subcommittee, and it has transcended--that concept of fairness is throughout our work.
