Now, Mr. President, I have, I think, discussed with our colleague another amendment. It relates to a subject that one of our distinguished Members of the House of Representatives, Congressman Skelton, sent. He actually brought this up as a freestanding issue in the House of Representatives. It was considered by the House and adopted. So it is now, presumably, before the Senate as a freestanding item. But it would be my desire, subject to the viewpoints of my colleague, Senator Levin, that it be incorporated in this bill, identical to what Congressman Skelton wishes to do. The essence of it is as follows: The National Defense University and the Joint Forces Staff College do an extraordinary job of preparing our military and, indeed, a number of civilian personnel for greater responsibility. The Joint Advanced Warfighting School, which is part of the Joint Forces Staff College, has created and is now presenting a course on Joint Campaign Planning and Strategy. The first class graduated recently, and it was composed of an impressive group of global war on terrorism officers, in other words, officers who are devoting, at this time, their professional attention to this subject. The amendment authorizes the award of a Master of Science degree, and it is one I think is deserving of the consideration of this body and, hopefully, adoption by this body.
