First, I would say we should ensure that the Department of Energy's fiscal year 2000 budget request be adequate to ensure delivery of tritium on a schedule that meets the Department of Defense requirements defined in the Nuclear Weapons Stockpile Memorandum. Second, it is the responsibility of the Armed Services Committee, working with other committees of the Senate, to ensure that the program plan and budget laid out by the Secretary of Energy in January of 1999 are credible and will allow the Department to meet the requirements of the Department of Defense. This means, among other things, that the Department of Energy is going to have to submit more credible budget requests than it has in the past.
