this amendment provides that preconstruction costs and planning costs are included as eligible activities under the maglev program. The maglev program is one which the senior Senator from New York, Mr. Moynihan, has really been the driving force, and it is catching on in terms of interest all across America. I am pleased to submit this on behalf of those three Senators.
