would the Senator look at page 412 of the 9/11 Report, please. Let me read it: The Defense Department's military intelligence programs-- the joint military intelligence program (JMIP) and the tactical and related activities program (TIARA)--would remain part of that department's responsibility. In testimony before your committee, the 9/11 Commissioners have repeatedly stated that some portions, as the Senator said, of JMIP, might ultimately need to be moved to the national intelligence program but only after a thorough review. The humble Senator from Virginia is just trying to keep the programs in place until as that wise old Commission said, ``ultimately'' you may review them and consider moving them.
