There is an ever-increasing problem, regrettably, throughout America at our colleges and universities, and that is binge drinking. I applaud the provisions for competitive grants to institutions programs of alcohol and drug abuse prevention and education. In addition, the collegiate initiative to reduce binge drinking, included in the legislation as a Sense of the Congress, is also noteworthy as institutions try to change the culture of alcohol use on college and university campuses. Mr. President, more can be done, I think, to change this culture of alcohol on college campuses.
