I am confident it will be done. We must, because there is no alternative but to get a bill. This Nation is at war. The men and women of the Armed Forces are deserving of further recognition, which this bill has, together with their families. We send a strong signal throughout the world of America's resolve in its war on terrorism--joined by many other nations--and its resolve to keep our military strong.
