I so amend my request to the Presiding Officer for the purpose of filing the amendment. I marvel at the parliamentary situation of the managing of this bill. Perhaps if I had done something similar, I would now be on the Defense bill. But nevertheless, we are where we are. Mr. President, I rise to offer an amendment, but I will file it at the present time and hope at some point I can be recognized for the purpose of having this placed into the queue.
