A balanced budget is essential for the United States. Each year we passed this resolution. Each year it became law. And what happened? What Congress does one day it can undo the next, and this resolution became worthless each year. Mr. President, that is why we have to go to the Constitution of the United States to bring about the discipline required to compel the Congress of the United States to have a balanced budget.
