I draw the Senators' attention to the September 28, 2004, Statement of Administration Policy... The administration opposes the Committee's attempt to define in statute the programs that should be included in the National Intelligence Program; the Administration believes that further review is required. The Administration also believes that the Committee's bill provisions relating to the NID's role in the acquisition in major systems needs further study. There is a clear statement of policy by the White House on the precise point that is in these two amendments.
