I am sure there will be further debate. But I also point out that the Congressional Budget Office came up with a figure of $125 billion. The Senator is familiar with that. Of course, we recognize that embraces some other aspects of the cost, but, nevertheless, I think in fairness to all parties, we are handing out blank checks. That is in the words of my able colleague, Senator Smith, who used that phrase first as we began to proceed on this thing.
