This issue has languished for years and I am hopeful that on the eve of the 10th anniversary of September 11, Congress may reach a bipartisan compromise that delivers a nationwide interoperable broadband network for primary use by public safety.

I believe it's because Donald Trump intends to interfere in this year's elections.
It doesn’t seem to me that what the government is doing is in any way conducive to having a real negotiation.
