Every day, things change. We have to reexamine, periodically, that framework of laws that have protected our environment, to a certain extent, in the light of our growing desperate needs for energy and the growing capability of our industrial base to do the drilling, to do the extraction in such a way as to minimally put at risk our environment. I do not take a backseat to any person in this Chamber with regard to my fervor in protecting the environment. I don't want to be called a tree hugger, but I am one step removed.
