if I could ask one other question of my distinguished colleague from Michigan, he refers to negotiations, and indeed I think those negotiations have been ably conducted by a former member of our Armed Services staff, Mr. Robert Bell, for whom the Senator from Michigan and I have respect, having worked with him through the years. But how many such negotiations have taken place over what period of time, I ask my friend?
