In large measure, this Defense Authorization Act for Fiscal Year 2003 is a good bill and an important step forward in our war against terrorism. In this time of national emergency it is essential that we provide our President and our armed forces the vital resources they need to defend our Nation, and to fight the scourge of terrorism at home and abroad. In the end, I joined with seven of my Republican colleagues on the committee in voting against this bill in committee--primarily due to the drastic cut of over $800 million in missile defense.
