“The amendment is in compliance with the President's program. It is the desire of this National Education Association just to take existing law, make it permanent, and to increase it to $400, given the calculations of the amounts that are expended each year by teachers all across America, which is larger than existing law, $250. I appreciate the indulgence of my colleagues. I hope this amendment will receive the support of the Senate tomorrow as we proceed to vote. I thank my colleague from Ohio and yield the floor.”
