It is an amendment to increase our national seatbelt use rate to 90 percent, a concept that is well known to the Members of the Senate. But I fear that somehow the President's proposal-- actually the proposal the President sent up to the Congress regarding the use of seatbelts--was not included in the final markup. It is for that reason I rise to include in this bill a provision that was sought by the President. Simply by increasing the number of Americans who will buckle up is the most effective--I repeat, the most effective--step that can be taken to save their lives and the lives of others. That is the single most important step.”
