It may not be enacted for 4 or 5 months, but the signal will go out of this Chamber, if we adopt your amendment, that the Senate, in less than 40 days, has changed the law that it passed a short time ago, and it looks like a zigzag course that this Nation is taking in one of the most serious situations in my lifetime--this situation in the Middle East. It is essential to our security that area of the world not implode.
