I feel very strongly that of the gun dealers across this country, if we were able to make an assessment and evaluation, 99 percent of them are law-abiding citizens. They not only want to stay within the law, but they also do not want to be a part in any way of the use of a firearm that might be involved in a crime. My amendment is to focus in on those dealers who have, over a period of time, experienced, again and again, the loss of firearms from their inventory.…”
